The small bollards are relatively new, certainly painted has we see the chain wrapped around the bollards is covered with black paint but not the links hanging between each bollard.

Just to let you know, as a resident of Westferry Road, this is actually Marsh Wall - and so is the other picture with the flowers and steel bollards. Cool to see our own local bollards - but just wanted to let you know that they are in fact on Marsh Wall :-)
